Summary
I cannot find any reference to a body of water called “Plaats” near where Evelyn would have traveled. My current best guess is that he may have been referring to the area of the Hellegatsplaten and Ventjagersplaten, near the town of Ooltgensplaat, which formed a large inter-tidal zone with a large differences between high and low tide. This caused strong tides with deep trenches which were very treacherous for boaters. (See sources). -GS
